Homes and a community centre could be built on Parker Pen site in Newhaven

A multi million pound redevelopment of the Parker Pen site in Newhaven will be revealed at a public exhibition this week in Newhaven.

Residents are invited to attend the event at Meeching Hall, in Fort Road, on Thursday January 9, from 4pm to 7pm, where they will be able to comment on the proposals.

Plans include houses, flats and a new 200 seat community centre, as well as an enlarged recreation ground and new nursery and playgroup.

An information leaflet about the public consultation event described the scheme as a comprehensive redevelopment of the disused site.

It said it would include 105 two, three and four bedroom family homes, as well as 43 one and two bedroom flats and affordable housing.

There would also be strategic flood defences created to protect the north of the site, a 25 per cent extension to the existing recreation ground and a link with Railway Road, decontamination of the site and local areas for play.

It would provide a missing link between the approved Eastside development and Railway Road.

This constitutes phase one of the developer’s masterplan and will be built on Section A, which fronts on to Railway Road.

In phase one the Section B part of the site would be retained as existing, with Havell Sylvania continuing to occupy the site, use the building and car park.

Phase two of the masterplan focuses on redeveloping Section B of the site if that area becomes available.

The Eastside development includes 190 homes, commercial space, an Asda supermarket and petrol station.

Development of the site began in the First World War when it was used as a transit camp.

After the war it was developed as a fountain pen factory with Parker Pen buying the site in 1941.

The factory was closed in 2010. Brighton architects firm Morgan Carn said despite being marketed since 2009 no new uses have been found for it.

In the consultation leaflet it said: “The master plan has been designed to act as a catalyst for the regeneration of this part of the town.

“The aim of the masterplan is to integrate the new Eastside development and recreation ground with the rest of the town by improving permeability and pedestrian/cycle links in this part of the town and connecting the isolated pockets of housing.

“The masterplan seeks to provide new community facilities and much needed family housing in a way that will soften the urban setting of this part of the town by extending the natural environment of the existing recreation ground towards Railway Road and increasing its size by 25 per cent.

“As part of the masterplan discussions are ongoing with the Environment Agency and Lewes District Council regarding the delivery of a strategic flood defence to the north of the town which would provide an effective one in 200 year flood defence for the eastern part of the town.”

The leaflet asks residents whether there are any other uses for the site they would like to suggest.
