Review of licensing policy

LOCAL businesses and residents have until October 1 to help review the Horsham District's licensing policy.

Horsham District Council's Statement of Licensing Policy sets out how it will judge applications for liquor, public entertainment or late night refreshment licences within the statutory framework set out in the Licensing Act 2003.

Reasons for this policy include preventing crime and disorder, preventing public nuisance, ensuring public safety and protecting children from harm.

To ensure it remains up to date, all licensing authorities are obliged to review the policy document every three years. To certify a fair and proportionate licensing policy, this review process requires a public consultation.

At the end of the consultation period, all the responses will be collated and included in a summary of responses paper, which the Council intends to publish in November 2010.

After the recommendations have been made to the full meeting of Horsham District Council on 15 December 2010, the new Policy Statement is expected to operate from 7 January 2011.

Once the policy is in force, it will be used by the Council to make decisions on licensing issues for the next three years, unless the primary legislation is amended.

The policy paper is only relevant for the geographical area served by Horsham District Council and separate consultations will be taking place for every local authority areas in England and Wales.

The Council would like to thank those who take the time to consider this document in detail. Anyone who wishes to comment should refer to the existing policy by paragraph numbers and include their contact details, or if responding on behalf of an organisation, the name and a brief description of whom the organisation represents. Anonymous submissions will also be accepted.

The deadline for replies is 1 October 2010, although earlier responses would be much appreciated.

Those who wish to comment should indicate whether they are content with their views being published in the summary of responses paper and it should be made clear if there is any information of a commercially confidential nature in the response.
