Intrigued by tea-towel

I AM intrigued by the new window display in the Lewes Tourist Information Office.

It features what appears to be a charming tea-towel depicting an olde-worlde view of the Downs and Martyrs Memorial seen from the War Memorial with the slogan “Lewes – Fine All Year Round.”

Is this a public-spirited coded warning to tourists about the danger of the Blue Meanies?
