What about the landscape of the National Park, and the need to conserve fuel by discouraging car use? Neither appears to be worth consideration.
Safety is an important issue and it is tempting to believe a dual carriageway might improve it, but for how long?
Only until it fills up with more traffic, making congestion and the temptation to drive dangerously just as bad as before.
