A report due to go before cabinet members on Tuesday reveals one landowner failed to attend any meetings of a consortium set up to discuss the development.
While most responded to a letter from the council supporting joint working on the project, other interested parties had not replied.
Officers now have ‘no confidence that the site will be delivered’, as landowners and developers have failed to deliver a masterplan for the project as requested.
The Tangmere site has been identified as a ‘strategic development location’, and as well as the new houses the council plans to build associated infrastructure such as a school, open space and community facilities.
The land is fundamental to the proposed local plan as part of the five year housing supply and once finished the whole development will double the size of Tangmere.
Now, the cabinet is recommended to instruct valuation of the site and seek specialist advice about the compulsory purchase order process, including transfer of land and procuring a preferred developer.
Members are being asked to agree using £25,000 from the planning delivery grant and £75,000 from general reserves to fund the development.
In the Tangmere Neighbourhood Plan, the parish council states that the vision for Tangmere is ‘one village’.
The parish council also states that there will be a number of different housing types within the 1,000 homes.
