200 apartments for riverside?

MORE than 200 apartments, an hotel and/or a cinema could be built at the bottom of North Street, Lewes, as part of a £40 million scheme submitted this week to Lewes District Council.

The massive development, which includes a seven storey housing block, is proposed on Corporation Wharf and the northern part of the Phoenix Industrial Estate.

Directly on the other side of the river is the Tesco store which, under the scheme, will be linked to the development by a footbridge.

The design statement says: 'The development seeks to provide a pro-active approach to the problems of historical sites which will provide positive benefits to the town and community.

'Through significant contributions, the development should also be regarded as a wonderful opportunity to address some long-running issues which will enable the greater town environment to be improved,'

The development blueprint includes:

l Relocating existing business leaseholders to other areas of the town.

l Prime riverside accommodation with a footpath by the river.

l A new flood wall, set eight metres back from the river, to provide a one-in-200 year defence.

l Development to be raised 600mm above the recorded flood level. The resultant podium will also create an opportunity for on-site parking.

l The development will be linked by a new road to a roundabout on the Phoenix Causeway.

l The new pedestrian/cycle footbridge to Malling recreation ground will be regarded as another 'dry' means of escape should flooding occur.

l A quarter of the 204 apartments will be affordable housing.

l Additional commercial space could, after public consultation, include new offices, an hotel, cinema, performance venue and/or restaurant.

The design statement from Morgan Carn Partnership concludes: 'This outline application is seen as an opportunity to develop a master plan for this part of the town which will set down the principles of development and enable the remaining parts of North Street to be regenerated and renew confidence in the town.'

Martin Stallard, assistant director of development control at Lewes District Council, commented: 'It is very early days at present but we have met with the developers informally.

'The site is within an area for business use and this scheme is a mix of housing and commerce.

'There are land use considerations as well as flood issues and any issues involved in removing existing businesses from the site.'
