Spate of fly-tipping in Horsham area

Fly-tipping is being investigated by Horsham District Council after a spate in the past three weeks, including four incidents where significant quantities of asbestos cement have been dumped.

The council is currently arranging for safe disposal of the roofing material, believed to be fly-tipped on either September 5 or 6, from a lay-by just off the A24 junction B2135 to Partridge Green, at a cost to the council tax payer of £2,500.

Anyone who used the B2135 over the weekend and saw anything that may assist with enquiries is asked to contact Horsham District Council on 01403 733144.

There is a minimal risk to health but HDC advises that if any waste of this nature is found, the matter is reported as soon as possible on the number above.

There is a duty in law that both commercial and residential occupiers dispose of specialist waste appropriately. Any failure to do so is likely to result in prosecution.

Cabinet member for waste, recycling and cleansing Roy Cornell said: “Fly-tipping is a criminal offence which can incur significant fines or custodial sentences linked to illegal disposal of waste.

“During the 2014/15 financial year fly-tipping in Horsham district has cost the council tax payer some £37,500 in clearance charges with 515 recorded incidents.”

He urged people having work done on their properties to check how waste would be disposed of, and request to see a valid Waste Carriers Licence.

He said: “There is a legal obligation that both businesses and residents ensure this waste disposal requirement is fulfilled.

“The district council has a zero tolerance approach to fly-tipping and will actively pursue offenders and prosecute them accordingly.”
