Bid to charge twice?

I WONDER how many Herald readers have bought parking permits in Worthing and then found themselves victims of attempts to extract further payment from them.

Ever hungry for more revenue to swell their coffers, the council and its commercial partners seem to be targeting those drivers whose permits may have been inadvertently covered, dropped on the floor or accidentally misplaced.

Civil enforcement officers lurk ready to pounce with a financial penalty, and they are armed with expensive photographic equipment to record the "crime".

No-one knows how much money is generated by this, but a small percentage of it could be easily used to provide parking wardens with instant electronic access to the council's database of valid permit holders, thus avoiding distress and providing a far better service to the citizens of this town.

Unfortunately, it seems there is little incentive to do this while there are fat profits to be made by charging people twice.
