Dumper trucks in South St

IT was with utter disbelief the other day when I witnessed one of the two dumper trucks driving through South Street (an area zoned as a pedestrian precinct).

What made it worse was that it drove right down the middle between several parked buses and we know how the general public like to cross from between them.

What would happen if an accident were to occur, how would the contractors explain how one of their vehicles drove down a pedestrian precinct as well at the public roads roundabout with no brake lights, no indicators, no head lights, no number plates, no tax and presumably no insurance for off-site use?
