Innocent until proved guilty?

I have just read a worrying report on the police website (www.sussex.police.uk) from a Sergeant Crisp at Chichester, about fingerprints being taken at the roadside, e.g., cars being stopped and drivers being identified with a mobile fingerprint machine.

One of the paragraphs states this machine could be used to "prevent the need for arrest".

Erm... should we now be worried that the police can now do random fingerprinting as well as a random breath test?

Neither of which, as far as I am aware, the government has sanctioned.

Do Worthing police actually partake of these practices?
