LETTER: Error of epic proportions

Despite concerns about degradable waste, including cat litter, food and nappies, HDC proposes to move to fortnightly collection of landfill waste (WSCT Nov 17).

Even more striking was the HDC leader’s decision to abandon the much heralded side loading (Acorn Plus) system, with its side loading vehicles. As seen from a cabinet report dated Nov 25 2010, the Acorn Plus system was:

“To implement collection rounds that have the least environmental impact and as efficient as possible giving flexibility for expansion in the future.”

Amongst the benefits claimed for Acorn Plus were - i) a reduction in risk to the man behind a rear loading vehicle, ii) a reduction in the number of operators iii) reduced travelling cost and iv) a reduction in damage to vehicles, at the waste disposal site.

After the project overran by over £1/2m we were reassured that the projected benefits would still provide a good return on the £ms spent on new side loading vehicles.

This is an error of epic proportions, which in any private company would see the Chief Executive depart quickly. Why are those in the public sector able to use public money to rectify their mistakes and to carry on regardless?
