Why couldn’t Eastbourne Town Hall have a proper sized flag flying at half mastfor Prince Philip?

Compared to the flag flying at the Bandstand, it was no bigger than a duster and looked pathetic! Surely the Town Hall can afford to buy and fly a decent sized flag!
