Are there no parking rules?

Can anyone tell me what is going on with the parking situation in Battle High Street?

Are there no parking restrictions now? Everywhere you look cars are parked on double yellow lines, the loading-only bay outside the Co-op causes big problems when an articulated lorry arrives because cars are parked there, they’re in the bus stop bays and they are even on the white zig zag lines by the pedestrian crossing.

It’s apparent now that the only place where you get a parking ticket is in the car park if you go two minutes over your time. It’s obvious that it is now easier just to stick your car on a double yellow line where you know you won’t get a fine. I could be wrong, I haven’t read the Highway Code for a while.
