Arun chief's undisclosed salary - call this democracy?

I refer to the chief executive's committee of the Arun District Council. So this is democracy is it?

In spite of information about the salary of anyone on any council being frowned upon, I do not think it is democratic not to disclose the salary of the chief executive. I seem to recollect that he was given some incentive to take the job when he was first engaged, or is my memory wrong?

I thought democracy was all about transparency. I now know better.
