Fouling streets capital offence for dogs?

I TOOK my twin four-year-old old grand-daughters for a walk along the Southcliff promenade yesterday. The promenade was like a glorified dogs' toilet.

The children thought ‘dodging the poo’ was fun, but not I.

How can people be so irresponsible with impunity or do they believe that a ‘poo fairy’ will come along and clear up all their animals’ mess?

Perhaps we should fine the owners AND put the dogs down – that might stop them spoiling others’ walks.
