How can delivery area cost so much

I was so glad to read of the finalisation plans for the dedicated area for deliveries to The George in Rye High St.

However I am somewhat amazed at the monetary sums involved, i.e. £4,750 and wonder if this is a one-off payment or possibly an annual sum? Why should it need nearly £5000 to institute this? It can’t be just for some pots of road paint surely?

I think I must be missing something and would very much appreciate either Rye T.C. or Rother D.C. giving a more explanatory breakdown of Council Tax Payers’ money.

Not to mention as to exactly HOW it is going to be policed, something, as we know, is rather hard to undertake among the welter of cars constantly in the High Street.
