Is this unique to Bexhill?

FURTHER to Ms. Bialeska's and Stephen Myers' letters in response to Mr Fairclough, in which they refer to him as a 'new boy in town'. Purely out of academic interest, would they kindly inform your readers how long one has to reside in Bexhill before one is entitled to express an opinion or, indeed, to have a view?

It has come as quite a surprise to me to discover that residents have to complete a probationary period before they gain the same rights as those wise and all-seeing correspondents. Is this unique to Bexhill?
