LETTER: Complications for developers

So now NHPC has taken the important step of putting aside funds to go if there is legal opinion that says that HDC has a case to answer over the way it has over two years prepared its local plan.

I notice that Mr Blevins (MD, Liberty) still hasn’t submitted his planning application for North Horsham. If a Judicial Review goes ahead this will complicate Liberty’s position even more and stop all development on the scheme.

As Eduard Delgado wrote in your columns back in August ‘With almost half the Horsham district councillors against Mr Blevin’s plan to concrete over 15 per cent of our Strategic Gap and with nearly all the Northern planning committee almost wholly against him and likely to give his scheme a rough ride, local resident opposition, the costs of getting the site ready for development including major sewage and draining schemes, the A264 huge transport issue and cost to Liberty staring him in the face, the growing uncertainty about the housing market and interest rates, the Davis Commission’s preferred additional runway at Heathrow not Gatwick, further delays through a Judicial Review about the lawfulness of HDC’s planning process and the uncertain outcome... and more’.

Perhaps Mr Blevins should ponder the implications of the decisions NHPC has just taken? There must be easier, less complicated and more popular projects to which he could be devoting his time.
