LETTER: Negligence in the 21st century?

This morning February 5 in the Carfax, Horsham, I spotted a pedestrian not wearing the obligatory and all pervasive yellow ‘Day-Glo’ Bib. Is this yet another worrying sign of personal negligence in this 21st century?
