The highway authority [WSCC] considers that there would be no adverse effects on the strategic road network that could not be mitigated satisfactorily.’

Yet the October 12 FoI response we had from Highways England states: ‘The extent of traffic impact upon Junction 9 of the M25 has not been assessed as it is not in the study area. The impact upon M23 Junction 11 is currently being reviewed.’

Aren’t these two statements inconsistent? How could the Inspector make his statement when the Agency he quotes is still reviewing the impact on M23 J11 at Pease Pottage?

How can Mr Blevins, notwithstanding all of Liberty’s resources from the USA, possibly put in his planning application not knowing the likely cost of mitigation of his development on Junction 11 of the M23?
