Like a wet flannel

WE have long had government that flops from one thing to another, like a wet flannel.

Selling or buying playing fields. Competitive sports or recreational sport.

Planning decided locally, or not where it matters.

Perhaps they do not know what competition is for? Making money? Or demonstrating social advantage?

If county authorities were more autonomous, perhaps like the German lander system, we could see what works to social advantage, and what does not, with every region responsible for its own population.
