What is happening over Littlehampton's Locomotive pub site?

Whatever is going on at the site of the old Locomotive pub? Will it ever be built?

The pub was closed in 2008 but not demolished until 2013 and we thought building was to start. One planning application had been made but turned down.

Then a revised plan to include flats and two shops although who would occupy shops in theis location is questionable. This was thought to have been approved. Then out of nowhere, another application appears, but now this is said to have been withdrawn.

It seems to me that it would be beneficial all round if the old system of cancelling an application if not acted upon within six months.
