Why can’t we have bags?

When I lived in Cambridge Gardens I was given seagull-proof bags and a basket for glass recycling.

Now I live on the seafront and every Friday morning I am embarrassed to see all my ‘secrets’ strewn across the pavement.

Why cannot we have bags and somewhere to recycle glass? What are we supposed to do with our bottles?

We do not all have cars.
