Strict application of drinking laws needed

In the Observer, Chief Inspector Jane Derrick points out the difficulty in enforcing a '˜no drinking in public' policy in Bognor.

May I also point out to Chief Inspector Derrick that being drunk and incapable or drunk and abusive is an offence under law.

Back in my youth, when I might have been liable to commit those offences, the usual result was a fine in a magistrates’ court of the equivalent of my week’s wages.

I believe the present penalty is £50 maximum – hardly a deterrent with today’s wages – and it seems not often applied.

Perhaps revision of the penalties and strict application of the law might have an effect.
