Three cheers for democracy?

We notice that in her article on democracy, Ms Rudd MP fails to welcome a third newly elected councillor, namely James Bacon.

Could this be because James Bacon is newly elected Labour councillor for the Old Town unlike the other two she mentions, who are Tories?

If so, Ms Rudd, you merit only two cheers for democracy.
