Traffic redirected, but why isn’t this the normal route?

While the repairs to the rail crossing in Newhaven were being carried out some traffic was redirected.

Traffic for the ferry service coming over the bridge from Newhaven town was directed to take an immediate left and pass under the flyover.

Why is this not the normal route?

Why is this traffic normally directed over the flyover and then around the ‘B&Q’ roundabout, back past Lidl to the mini-roundabout and over the rail crossing?

Might changing the directions for this traffic help a little with the ever increasing traffic queues in Newhaven?
