What is rationale behind closure?

What is the council's rationale for closing public lavatories in the most economically important part of the town in order to save money, while at the same time spending public money on building a second unwanted kiosk on one of the promenade's few '˜balcony' areas - in the process displacing three bench seats where people can sit and look at the sea?
