Drew Smith Homes Limited gained permission for housing on land to the north and south of Summer Lane, Pagham. but applied to increase the number of dwellings by 15 to 36 in total.
This included an additional five affordable units and associated access, parking and landscaping.
But planning officers said this was an ‘over-intensive use of the site and an unsatisfactory form of development resulting in significant and demonstrable harm to the semi-rural character of this edge of settlement location’.
They mentioned increased site density, increased scale of the houses, change from detached to semi-detached house types, greater amount of parking spaces in the streetscene, overall under provision of allocated parking spaces, remoteness of some allocated parking spaces, reduced landscaping, the size of some gardens, increased urbanisation of Summer Lane and interface distances between buildings.
In the absence of a signed section 106 agreement and in respect of the proposed tenure mix, they said the development fails to ensure the provision of affordable housing to meets the needs of the district and makes no provision for contributions to off-site public open space, to off-site children’s play space, to off-site playing pitches, to off-site built sports and leisure facilities and to education, library, fire and rescue or medical infrastructure improvements.
It also makes no provision for contributions towards the agreed Pagham Joint Scheme of Mitigation and will result in increased residential disturbance to the Pagham Harbour SPA/Ramsar site leading to the risk of harm to the conservation objectives of the site.
