Colleagues today praised him for his work for the town over the past 25 years.

“Many councillors from all parties have learned a great deal from him. He has been an incisive leader of the Overview and Scrutiny Committee and has helped to ensure that the council’s resources are well used and applied for the benefit of residents.

“It has been a great pleasure to work with him and I will miss his wisdom and advice.”

Nigel Dennis, county councillor for Horsham Hurst, which includes the Trafalgar ward, said “It has been my privilege to work with Leonard to serve and represent the people of Trafalgar over the last 25 years.

“Leonard’s business experience was acquired over many years as a manager and director in the airline industry, both at Gatwick and in Africa. This enabled him to provide an expert eye on financial matters and he served in several roles at Horsham District Council.

“Leonard also had a strong interest in healthcare issues, being the first chairman of the Horsham and Chanctonbury Primary Care Trust and a doughty campaigner on the difficulties of travelling to East Surrey Hospital from Horsham.

“Leonard was proud to be chairman of HDC in the year of the London Olympics and we met up at several civic functions during that time in our respective roles. “In the chairman’s position, he officially opened the redevelopment of Leggyfield Court in Redford Avenue which brought a ‘state of the art’ sheltered accommodation facility to the Trafalgar area.

“Leonard was above all a committed local ward member for Trafalgar, regularly attending Neighbourhood Council meetings and following up residents’ issues.

“His experience and commitment will make him a tough act to follow.”
