Bill Smee passed away on April 4 after colon cancer had spread to his liver. He died at his Devon home in the arms of his wife, Ann, with close friends present.

Mrs Smee said: “He was in his own bedroom, in his own bed with those fantastic views. He left this earth exactly how he wanted.

“He thought only of others, he was compassionate, with a true sense of generosity, and a good sense of humour - a truly remarkable human being.”

Bill was born in the City of London on September 17, 1945. He moved to Littlehampton in August 1989 to become the bailiff at Arun District Council. He retired in August 2010 as the council tax inspector of its western area. He gave his wife his full support when she was elected as a Bersted district councillor in 2007 and in her year as Arun Ditrict Council’s chairman in 2012/13 as they raised a record £10,000 for their two chosen causes.

Mr Smee was elected as a Bersted parish councillor in 2011 and retired just before they moved to Devon.

He wanted to enjoy the peace and beautiful views over Bideford Bay but Mrs Smee continued to attend Arun meetings until last year.
