Horsham District Council confirmed it was in discussions with the two coastal authorities over combining departments including customer services, HR, legal, financial services, and internal audit.

It is on track to produce a business case for any changes in the summer and said it was too early to comment on any savings implications or potential job losses.

A spokesman for HDC said: “We are now working with Arun and Chichester districts to examine the potential for merging a number of our back office services.

“The process is at a very early stage and it is too early to establish the benefits and other aspects of this piece of work. We aim to have a business case by the summer.

“The services under consideration are HR, legal, financial Services, internal audit and customer services.”
