Decision due on new housing plans near Hailsham

On Thursday (February 25), Wealden District Council’s planning committee south is expected to consider an outline application seeking permission to build 45 homes on land to the south of the A271 in Amberstone.

The application, from developer Heyford Developments Limited, seeks permission in outline with only access (via the A271) and the principle of development up for determination.

A council planning officer said: “Careful consideration has been given to this application having due regard to the details and plans, supporting documentation and representations made by statutory consultees and other interested parties. 

“Whilst the development is in conflict with [planning policy], which restricts development in the countryside, material considerations which weigh heavily in favour of the development are the housing need and that the council is unable to substantiate a five year supply of deliverable housing land. 

“The proposal would assist in the provision of housing and meet the need for affordable housing and self-build plots. This is a highly significant material consideration and carries substantial weight in the context of the National Planning Policy Framework (NPPF).” 

The spokesman added: “Having regard to the planning balance and the considerations set out in the main body of the report, it is recommended that the application is approved subject to the s106 agreement and the suggested planning conditions.”

According to planning documents, the s.106 agreement would include affordable housing provision, financial support for transport works as well as a financial contribution toward off-site youth and adult recreation space in Hailsham.

The application has seen a small number of objections (four according to Wealden planners). These include arguments that the site is unsuitable due to the level of development taking place nearby.
