Housing plan for kennel site rejected

Councillors have turned down a plan to demolish kennels and cattery buildings and replace them with housing.

A planning application sought permission for 41 new homes in Storrington Road, Washington. Permission was refused at a Development Management Committee (South) meeting on Tuesday.

Heath Common Residents’ Association chairman Mike Gould told the meeting that granting planning permission ‘would make a mockery of the planning process’, as a very similar application had been refused in February.

Washington Parish Council chairman Patrick Heeley said the parish council also had strong objections to the application.

“In October last year, the developer submitted an application to the Storrington Sullington and Washington joint neighbourhood plan,” he said.

“The application was assessed against 40 others received, using a defined scoring criteria. Nine sites have been selected for potential future development, wherein approximately 300 homes could be built.

“The Clayton site scored poorly, being outside the built up area, prejudicing the inter-village gap, engendering ribbon development along the A283, and being incompatible with the local area, South Downs etc. None of the changes made address these issues.

“The Neighbourhood Plan has subsequently been out to public consultation twice, and has now been submitted to HDC. It should therefore be given additional weight when reviewing this application.

“Finally, Washington Parish has this year been declared an unlit parish, in line with the SDNP dark skies initiative.

“Any new residential development would be subject to unlit streets, which would not suit this type of urban scheme.”

The committee voted to refuse the application.
