Developer Crest Nicholson’s outlined application on land off Water Lane north of Brook Close and Rother Close was originally refused by Horsham District Council but approved on appeal by the planning inspector.

The reserved matters application, which sets out detailed design and layout of the homes, landscaping and open space, was approved by HDC’s Development Control South Committee on Tuesday December 15.

Philip Circus (Con, Chanctonbury) said: “This is an application that, as some of you will know, I felt very strongly should never have been allowed but it was allowed on appeal.

“Mercifully we could conclude it would not have been allowed now.”

But he said given the stage they were at now, he did not see how they could do anything other than accept it.

Ray Dawe (Con, Chantry) raised concerns over flooding, as he said it was an area that had been affected in the past, and the effect of construction traffic on the Water Lane junction which he said was ‘particularly difficult’ at peak times.

Officers pointed out that the developer would have to submit a construction method statement, while it was considered that drainage measures in the application would help rather than hinder surface water runoff from the site.
