Rejected scheme for Horsham’s Kings Road houses appealed

A scheme for 14 homes in Horsham dismissed as ‘greedy’ by the council has been appealed by the developer.

In June this year Horsham District Council rejected the scheme at Harwood House, in Kings Road, which is owned by West Sussex County Council and was a former day-care centre until its closure in July 2011.

The council cited an inappropriate mix of housing and the low density of the scheme, which meant that developer Croudace did not have to provide any affordable homes.

Now Croudace is appealing HDC’s decision for the derelict site adjacent to Kingslea Primary School.

At the planning committee meeting in June Roy Cornell (Con, Roffey South) thought it was an application that raised more questions and gave very few answers, and that they could reject plans on the inappropriate housing mix for the site.

He added: “The other case is to vote in favour with heavy hearts and curse the other parties for their greed.”

The application had been deferred earlier in 2013.

Under current rules 14 properties is the threshold for development without having to make contribution towards affordable housing.
