Promenade cycling heads the issues as district byelaws come under review

SHOULD cycling be allowed on the promenades? This is one of the issues on which Rother District Council would like the public to express its views.

Byelaws dating back a century are among those coming under scrutiny as Rother District Council plans a review.

The review has been prompted as new procedures for the introduction of byelaws come into force.

As an initial step, suggestions and comments are invited from members of the public and interested bodies.

A Rother spokesman said: "The matters that byelaws can deal with are determined by legislation, and byelaws must not duplicate or conflict with the general law.

"Matters relating to dogs are now covered by Dog Control Orders and will not form part of this review, but the council would be pleased to hear about any other matters that residents or organisations think ought to be controlled by new byelaws.

"Particular issues that might be looked at include:

'¢Should cycling on the promenade at Bexhill be allowed and if so to what extent and on what terms?

'¢How much of the Promenade at Bexhill should be subject to Byelaws, and should they extend to the Coast Protection Wall west of Richmond Road?

'¢How should use of the Seashore by specialist users such as horse riders, fishermen, wind-propelled vehicles etc be regulated in the interests of other users?

'¢Should there be controls on fires and barbecues?

'¢Should it be unlawful to land at or take off from e.g. Galley Hill or the Seashore attached to a Kite/Parachute, with or without a motor?

"This is not a statutory consultation; if new byelaws were to be made, drafts would be the subject of formal consultation and statutory notices in due course. At this initial stage the council is only attempting to find out if the residents of the district feel that there is a need to make new or revised byelaws."

Any comments or suggestions should be sent in writing to David Edwards, solicitor to the council, at the Town Hall, Bexhill or by e-mail to [email protected] by no later than January 9, 2009.
