The Conservative Party's 1922 committee had looked into matters and came to the conclusion, it has been revealed.

In March 2005, Mr Flight made a speech seen as suggesting the Tories planned more than the published 35bn in savings if they won the election and The Times newspaper published a story based on a secret tape recording of the speech. Later, Conservative leader Michael Howard forced Mr Flight to resign.
