It is blocking one lane of the westbound carriageway just before the speed camera.
An eyewitness said the obstruction is difficult to notice ‘until you get on top of it’.
A picture from the scene shows one lane completely blocked, with only enough room along the dual carriageway for one car to pass.
Police are reportedly on scene.
