The accident was first reported at 7.40am, according to traffic reports.
It reportedly involved four vehicles colliding on the eastbound carriageway of the A27, between the Emsworth junction - the A259, Havant Road - and the Fishbourne roundabout into the city centre.
As a result, there are tailbacks for two miles and rising, and the extra travel time is 10 minutes.
