Voyeur hid in pub toilet roof to spy on unsuspecting women

Douglas Andrew Miller also offered two young girls money to perform a sex act on him in Chichester, a court has heard.

Miller, 27, formerly of Hambrook whose listed address is Graylingwell Drive, Chichester, also peered over the cubicle of a toilet in The Regis pub in Bognor, leaving a nine-year-old girl ‘petrified’.

Chichester Crown Court heard on Friday that Miller suffered from paranoid schizophrenia, made worse by his addiction to drugs.

On May 25, 2014, Miller approached two girls aged between 13 and 15 at Portfield Football Club’s old ground in Chichester and offered them £30 to perform a sex act on him.

Prosecuting, Jeffrey Lamb said: “The girls described themselves as being petrified and ran off shouting.

“They met up with their friends, were described as shaking and told them what had happened.”

The girls managed to take a photograph of the man and phoned the police, who later arrested Miller.

Mr Lamb also described how, on August 12, 2014, a nine-year-old girl was in the cubicle of a toilet in The Regis pub in Bognor when she ‘looked upwards and saw a male looking down on her’.

She ran out and told her mother what had happened, and after reporting it to bar staff they contacted police who arrived and arrested him.

The court also heard how on December 17, 2014, a female member of staff from Jurys Inn, Brighton, found Miller hiding in the roof of the female toilets, surrounded by needles.

When police arrived they found Miller with ‘his belt and jeans undone’ and ‘sweating profusely’. When questioned he admitted heroin use.

The court heard from Dr Peeyush Roy, who said Miller suffered from paranoid schizophrenia and had been undergoing treatment in hospital for a several months.

Miller also pleaded guilty to shop-lifting food and mobile phones from two Tesco stores in Chichester and Havant, and for stealing a hand drill from a garden shed in Godalming.

He was sentenced, under section 37 and 41 of the Mental Health Act, to be detained in hospital for an indeterminate length of time.

He was also handed Sexual Harm Prevention Orders because of the risk he poses to the public.
