Cllr David Rogers told the Tory-controlled council that it had failed to take those views into account and remove the incinerator from the Waste Local Plan second deposit.

He could not therefore vote in favour of it.

Cllr Jon Freeman said he knew of at least three families from Seaford who were selling their homes and moving out as a result of the uncertainty over the incinerator being located in Newhaven.

And Cllr Michael Murphy said he was disappointed that an incinerator for Newhaven was still in the waste plan.

He would carry on fighting the plan and would make the case against it at public inquiry.

Cllr David Neighbour said more money should be put into recycling. He did not believe that an incinerator should be imposed on any community in the county.

Cllr John Barnes said home bonfires presented similar health risks to an incinerator. The sooner the issue went to public inquiry, the better.

And Cllr Godfrey Daniel said: 'Let us get the issue to public inquiry. We've had the discussions. Let's dispose of this piece of rubbish.'

Cllr Anthony Reid said there was no specific site site proposed for the incinerator. The waste plan was a land-use document.
