Your report about Holly Pennington being imprisoned for shoplifting again highlights the failure of our judicial system to address the problem of regular offenders satisfactorily.
There is no doubt that shoplifting is not a victimless crime. Retailers have to factor in the cost of shoplifting when pricing their goods, so we all foot the bill for stolen goods. However, as the cost of incarceration in state prisons is extremely expensive the public is yet again penalised financially.
We need to address the cause of serial shoplifting and find a non-custodial form of punishment as well as educating offenders to where they understand how damaging their behaviour is,
