Why is the West always targeted for not offering more Syrian refugees asylum?

Human Rights groups claim the western democracies should be ashamed of offering so few Syrian refugees asylum.

The western democracies are basically Christian while the Syrian refugees are predominantly Muslim.

Why do Human Rights not suggest that Muslim countries such as Morocco, Tunis, Libya, Indonesia, Pakistan, Saudi Arabia, Bangladesh etc do more to offer succour to refugees of their own faith?

Why do Human Rights groups target, exclusively, the Western democracies?
