Welbeck, 29, terminated his contract with Watford last month and is keen to get his Premier League career back on track after an injury-plagued time at Vicarage Road.
Brighton have targeted an experienced front man to replace Glenn Murray, and Welbeck, who has 42 England caps to his name, is seen as a good option.
Welbeck has made 224 appearances in the Premier League with Man United, Arsenal and Watford. He managed three goals and one assist for Watford last campaign.
Despite his injury record, Brighton may well feel he's a risk worth taking and would add support to current strikers Neal Maupay and Aaron Connolly.
