The 18-year-old scrum-half from Seaford joined Raiders last summer after playing at Brighton College, under Raiders coaches Kieron Dawson and Nick Buoy.

He had a stand-out season, with 13 tries and a number of impressive performances and will link up with Quins for pre-season training on July 1.

Waters said: “I’m absolutely delighted but know I’ve got to work hard next year and then just keep building on it.

“This season has been incredible, the step up to men’s rugby has been interesting but I’ve loved it. The boys here are great and I’ve had a good laugh while also working hard. It’s been really good fun.”

Waters, who played for Lewes and was part of the Harlequins School of Rugby as a youngster, took a year out from the sport after leaving school. He then got back into rugby at Brighton College and made the move to Raiders last year.

Waters paid tribute to Dawson and Buoy for helping him sign for the Premiership side and said: “Kieron and Nick coached me at Brighton College and they’ve given me such support, setting things up and helping me with everything - not just rugby problems, any problem that I have, I go to them and they’re very understanding and are really great coaches.

“They’ve really helped me progress this season and have given me a lot of pointers and quite a lot of specific attention, which is nice and this season has gone really well for me and I’ve got a lot to thank them for.”

On what his aims are for the future, Waters said: “I’ll aim high, every boy’s dream is to play for England, so I’ll shoot for the stars and see what happens. I’ll just see how far I can get.

“Quins have got Danny Care, who is the England nine, so it will be great to learn from him. It should be really interesting and it’s massively exciting times ahead.”
