Health centre and leisure facilities feature in Horsham employment park plans
Plans for a new employment park with healthcare and leisure facilities have been submitted for the Mowbray development in Horsham.
The outline application proposes flexible commercial, industrial and logistics space, alongside healthcare provision, including a pharmacy, and commercial leisure uses.
Planning documents describe the scheme as a ‘major investment into Mowbray’, intended to create a new business destination with facilities accessible to the wider community.
The proposals form part of the North of Horsham development, which has outline planning permission for up to 2,750 homes, together with employment land, schools, healthcare facilities, sports provision, retail space and community buildings.

According to the application documents, the employment park would provide purpose-built accommodation for businesses of different sizes, with adaptable units capable of accommodating multiple tenants.
The documents say the development would create jobs during construction and once businesses move in, although the summary does not specify how many.
They also identify a new health centre and leisure facilities among the proposed benefits for local residents.
The applicants say sustainability and energy efficiency would be central to the scheme, with buildings designed to reduce energy and water consumption and the carbon associated with construction materials.
The application comes as infrastructure work continues across the wider Mowbray development.
In an update in June, councillor Tony Hogben reported that the first-phase road network was largely complete, including the extension of Moat Road, while work to extend Bailey Road was underway.
At that time, construction of the employment access road was expected to continue until late 2028. The road would eventually serve both the business park and a proposed David Lloyd leisure club.
The June update also put the proposed health centre on course for around 2029, with discussions taking place about temporary use of part of the new community building by the Courtyard Surgery while the permanent facility is built.
The community building was expected to be completed in spring 2027.
Mr Hogben said: “Whether people support the development or not, it is important that residents are kept informed as it progresses.
“I will continue attending these liaison meetings and sharing updates so local people know what is happening and when.”
The employment park application is accompanied by an environmental statement, and the public notice says the development would affect a public right of way.
It is an outline application with all matters reserved, meaning detailed proposals would be considered at a later stage if outline permission is granted.
The plans can be found on Horsham District Council’s planning portal under reference DC/26/1240.
