Don't panic about the council's bins

Mr Terry need have no worries about leaving his wheelie bins out on the pavement for emptying because:

1 The bins are council property and put out for collection on council instructions.

2 As householders we have no authority whatsoever beyond our property boundary line, and thus responsibility for the wheelie bin must revert back to, and remain with, the bin's owners until such time as they are returned to our property.

Likewise, by supplying bins that can not be restrained, whilst requiring that they are put out for kerbside collection, it is doubtful that householders could be prosecuted successfully for any damage caused if the bins are blown away and damage is done to other property.
