Is there an exit strategy for by-pass?

We drove back from St Leonards on Sea yesterday morning about 11.30am via Queensway. When we arrived at the small roundabout at the north end we discovered that the road towards the A21 was completely blocked. We therefore chose to turn left and come home via Battle. The traffic was actually backed up as far as the next roundabout. If this congestion can occur without the Bexhill by pass what on earth is going to happen after it has been built? Are there any plans to make this exit workable with goodness knows how much extra traffic?
