David Cameron has replaced Nick Boles and appointed Brandon Lewis as the new minister of state for housing and planning.

Does this mean that the PM wishes to bring to an end the inequitable planning regime, which has encouraged and enabled developers to impose inappropriate development on communities?

Could it be that councils will now be permitted to decide house building targets for themselves instead of having excessive targets imposed on them by developers and the Planning Inspectorate?
