LETTER: Significant rise in traffic is forecast

A Freedom of Information request was submitted to Highways England (formerly the Highways Agency) seeking copies of documents regarding the impact on the highways network at the M23 Junction 11 at Pease Pottage as a result of Cllr Vickers’ proposed North Horsham site in the Strategic Gap.

Highways England replied ‘the impact upon M23 Junction 11 is currently being reviewed. Any required mitigation has not yet been agreed but would be funded by the developer’.

Highways England’s response evidences the fact that the extent of the traffic impact from the North Horsham development will be as far away as J11 M23, which is six miles north east of the North Horsham site.

Peter Brett’s Associates (PBA), who are Liberty’s traffic consultants, have been working on solutions to this major road junction and Highways England have released a CD-ROM of correspondence between them and PBA and technical reports on this motorway junction.

Doesn’t the identification of this necessary mitigation to the road junction now blow a hole in the argument advanced by the proponents of the scheme that people living in North Horsham would be living and walking to work at the ‘business park’?

And doesn’t this blow a hole in the argument that people would use the Parkway railway station?

Evidently Highways England is expecting a significant increase in traffic on this road junction from the 2,750 houses and 500,000 sq ft industrial park that is proposed.

So more commuters travelling north to Gatwick, Croydon and beyond and clearly trucks and HGV are expecting to be using junction 11 of M23 to access the A264 at North Horsham having travelled on the M23 and M25 to get to the industrial and warehouse park at North Horsham.

The effect of the development will be felt far and wide with significantly greater traffic movements and could be very costly to Mr Blevins at Liberty.
